RISK ASSESSMENT OF NOISE IN THE WORKPLACE

Protection of workers from the risks of exposure to noise at work.
The Leg. April 9, 2008, n. 81 (Consolidated Law on Safety at Work) entered into force January 1, 2009, defined the obligations of the noise risk assessment and management, with the implementation of Directive 2003/10/EC concerning the exposure of workers to risks arising from physical agents (noise). The exposure limit is now defined in terms Chein dba sound power, is equal to -3 decibels absolute than the previous threshold of 90 of Decree 277.
About one tenth of the workers in Europe are exposed to noise levels that could be potentially harmful, and this is evaluated for at least an eighth of working. The likelihood of potential risk, sometimes, beyond those who work exclusively in heavy industries such as shipbuilding, heavy machinery, shipbuilding, foundry of special steels. In theory, the noise can be a problem in many work environments, such as on-site and factory farms. In addition, the hearing and the human ear, an issue which falls under the occupational disease.
The enactment of Legislative Decree n. 277 has had a great acceptance on companies because they clarified the specific obligations that result in prevention of risks arising from exposure to acoustic noise is too high. The decree requires the noise risk assessment and the preparation of the Evaluation Report of the noise as quoted by 'Article 40.
As noted ISPESL, there has always been a connection between the Decree 626/94 (reference standard safety) and the lgs. 277/91 (under supplementary risk-acoustic noise).
The entry into force of Legislative Decree n.81, 2008, in European Directive 2003/10/EC makes noise assessment integrated part of the document overall assessment of occupational hazards for workers.
The exposure limit is now 87 db (A), lower than the previous threshold of 90 dBA of the old decree. The checks phonometric the workplace should be executed whenever changes are made to the production cycle.

The new law sets a limit of two and exposure action values:

In compliance with the new law, the employer eliminates risk and reduces them to a minimum, however, at levels not exceeding the exposure limit values as contained in Article 192.

Standards concerning protection against noise in the workplace
The law establishes three thresholds of noise (80, 85 and 90 dBA) that identify four classes of noise exposure for workers:

The law provides that the employer is obliged to reasonably reduce noise to a minimum but below the threshold of 80 dBA.

The obligations of the employer and noise risk assessment
According to art. 190 The employer shall ensure that noise risk assessment in the company to identify workers exposed to harmful noise and departments concerned, where it is needed and is actually implementing necessary preventive and protective as per decree.
The personal protective equipment.
The use of hearing protection equipment as are the headphones, earplugs, and the arches is regulated by Article 193 of Decree 81/08 which establishes the obligation for their levels of daily exposure to noise above 80 db and the requirement for higher levels of use at 85.
The prior decree n. 277 sets limits to 85 and 90 respectively.
